Title 1 Pre-Kindergarten
Title 1 Pre-Kindergarten is a federally funded program that serves children and families with the greatest educational needs as determined by screening.  This program is designed to provide quality educational experiences for 4-year old children that will help them prepare for successful kindergarten and other educational settings.

The child must be 4 years of age by August 31st of their Pre-Kindergarten year.   Children selected for participation should qualify as evidenced by multiple criteria (developmental screening, parent observation, and teacher observation).  Each child receives a score indicative of the level of educational need and children with the greatest educational need are placed first.  School of choice and employee requests are non-applicable.  Children must be permanent residents of Cumberland County.  Only the parent or legal guardian may register the child.

CCS Family Literacy Program
The CCS Family Literacy Program provides a unified program consisting of adult education, parenting education, and interactive parent and child literacy activities.  The program promotes adult literacy and empowers parents to support the educational growth of their children.  Fayetteville Technical Community College offers adult education classes (High School Equivalency and English as a Second Language) on the campus of Cumberland Road Elementary School during the school day.  These classes are free and designed primarily to support parents of children attending one of CCS’ Pre-Kindergarten programs.

North Carolina Pre-Kindergarten Program                                                                                                                    North Carolina Pre-Kindergarten Program (NC Pre-K) is a state-funded, public program designed to provide high-quality educational experiences to enhance school readiness for eligible four-year-old children.  NC Pre-K operates on the public school calendar and is available in a number of different locations across the community including public school settings, private childcare facilities, and Head Start sites.

The child must be 4 years of age by August 31st of their Pre-Kindergarten year.  Children may be selected based on income, military dependent of an active duty service member, chronic health condition, educational need, developmental disability, or limited English proficiency.  Documentation must be provided in order to offer placement to a child based on disability, chronic health condition, or educational need.  Although a child may meet one or more eligibility factors, placement is not guaranteed in an NC Pre-K classroom.

Additional eligibility requirements for an NC Pre-K classroom in the public school setting:                      Title 1 Pre-Kindergarten eligibility requirements must be met, in addition to the NC Pre-K requirements.

Early Intervention Program:
The Exceptional Children’s Preschool Program serves 3-, 4-, and 5-year-olds (not eligible to attend kindergarten) who have identified disabilities as defined by the Individuals with Disabilities Education Act.  Please contact Sean Brost in the Exceptional Children’s Department for more information at the following link:

Registration Requirements for all Pre-Kindergarten Programs

  • Parent and child must be a permanent resident of Cumberland County at the time of registration
  • Only parent or legal guardian can register a child for Pre-Kindergarten
  • Certified Birth Certificate
  • Immunization Record
  • Current Utility Bill (gas, water, lights ONLY) in Parent(s) name
  • Current Proof of Income
  • Parent/Guardian’s Valid Pictured ID
  • Court Ordered Custody papers or Military Special Power of Attorney & TDY/Deployment Orders (if applicable)
